The importance of marginal cost electricity pricing to the success of greenhouse gas reduction programs
نویسنده
چکیده
The efficient reduction of GHG emissions requires appropriate retail pricing of off-peak electricity. However, off-peak electricity for residential consumers is priced at 331% above its marginal cost in the United States as a whole (June 2009). Even for the 1% of residences that are on some form of time-ofuse (TOU) rate schedule, the off-peak rate is almost three times higher than the marginal cost. A barrier to marginal-cost based TOU rates is that less than 9% of U.S. households have the ‘‘smart’’ meters in place that can measure and record the time of consumption. Policies should be put in place to achieve full deployment. Another important barrier is consumer concern about TOU rate design. Two TOU rate designs (baseline and two-part tariff) are described that utilize marginal-cost based rates, ensure appropriate cost recovery, and minimize bill changes from current rate structures. A final barrier is to get residences on to these rates. Should a marginal-cost based TOU rate design remain an alternative for which residences could ‘‘opt-in,’’ or become the default choice, or become mandatory? Time-invariant rates are a historical anachronism that subsidize very costly peak-period consumption and penalize offpeak usage to our environmental detriment. They should be phased out. & 2011 Elsevier Ltd. All rights reserved.

Price Spikes Reduction with EDRP Program
With the development of deregulated power systems and increase of prices in some hours of day and increase fuel price, demand response programs were noticed more by customers. demand response consists of a series of activities that governments or utilities design to change the amount or time of electric energy consumption, to achieve better social welfare or some times for maximizing the benefi...

This paper aims to determine the optimum price of electricity during restructuring process. We maximized social welfare function subject to market equilibrium, maximum production capacity of each group of power plants, maximum demand of each consumer type and the potential of electricity export and import. The model was run using 2007 monthly and annual data by means of GAMS optimization softwa...
متن کاملA New Approach for Accurate Pricing of Reactive Power and Its Application to Cost Allocation in Deregulated Electricity Markets
Reactive power management plays an essential role in the secure operation of the power system as an ancillary service. Although in electricity markets, the particular attention is paid to active power, the reactive power also plays an important on total generation costs of electricity. On the other hand, as it is mainly confined to local consumption, to avoid market power and maintain the se...
متن کاملImproving Long Run Marginal Cost based Pricing along with Extended Benefit Factor method for Revenue Reconciliation of Transmission Network in Restructured Power System
Abstract : There are several methods to cover the costs of a transmission system and distribution networks. These methods are divided into either incremental or marginal approaches, which can be either long-term or short-term. The main difference between the incremental and marginal approach is how to calculate the cost of using the network. In the incremental approach, simulation and in the ma...
متن کاملTransmission Cost Allocation in Restructured Power Systems Based on Nodal Pricing Approach by Controlling the Marginal Prices
This paper presents a method to allocate the transmission network costs to users based on nodal pricing approach by regulating the nodal prices from the marginal point to the new point. Transmission nodal pricing based on marginal prices is not able to produce enough revenue to recover the total transmission network costs. However, according to the previous studies in this context, this met...
